In accordance with the Regulation approved by Resolution No. 304 of the Cabinet of Ministers of the Republic of Uzbekistan dated 22 May 2017 (https://lex.uz/docs/3213410), education in the institute of Postgraduate Education is organized in the following forms:
Postgraduate basic doctoral studies (PhD);
Postgraduate doctoral studies (DSc);
Independent research (independent researcher track);
Trainee-researcher (research internship).
Postgraduate education - a type of continuing education aimed at meeting the needs of society in scientific and scientific-pedagogical personnel of higher qualification;
Institute of postgraduate education - a system of implementation of postgraduate education in higher educational institutions or research institutions in the form of basic doctoral studies, doctoral studies, or self-study;
Basic doctoral studies are a form of postgraduate education in the field of scientific and scientific-pedagogical personnel of higher qualification. They are organized at universities for applicants seeking the degree of Doctor of Philosophy (PhD). This program involves in-depth study of the specialty and conducting scientific research to prepare and defend a doctoral thesis, all while maintaining employment, with funding provided by the State Budget of the Republic of Uzbekistan.
Doctoral studies are a form of postgraduate education in the field of scientific and scientific-pedagogical personnel training at a higher qualification level. They are organized by the university for applicants seeking the degree of Doctor of Science (DSc). These studies involve an in-depth study of a specialty and conducting scientific research to prepare and defend a doctoral thesis, while the participants leave their jobs. Funding for this education comes from the State Budget of the Republic of Uzbekistan.
Independent study is a form of postgraduate education in the field of scientific and scientific-pedagogical personnel of higher qualification. It is organized at a university for applicants pursuing the degrees of Doctor of Philosophy (PhD) or Doctor of Science (DSc). This includes an in-depth study of the specialty and conducting scientific research to prepare and defend a doctoral thesis without interrupting work.
At the Department of World Economy and International Economic Relations, postgraduate education is organized solely through independent research. Independent research is a form of postgraduate study (without interruption from professional employment) for applicants pursuing the Doctor of Philosophy (PhD) or Doctor of Science (DSc) degree in a relevant field, focused on training highly qualified research and research-pedagogical personnel.
Admission to Basic Doctoral Studies (PhD)
Applicants to basic doctoral studies must have:
Holders of an academic degree must have a specialization that corresponds to the field of science relevant to the postgraduate specialty. If the field of science does not match, or if the applicant plans to undertake postgraduate education in a related field, the applicant shall take additional examinations in subjects determined by the Supreme Attestation Commission (SAC/OAK).

Applicants sit entrance examinations in the specialty and in a foreign language (studied at previous levels of education). Applicants holding valid certificates are exempt from the foreign-language exam if they possess one of the following minimum scores: IELTS overall ≥ 5.5, TOEFL iBT ≥ 87, or CEFR level ≥ B2.
Admission to Doctoral Studies (DSc)

for DSc independent applicants: a copy of the Candidate of Sciences diploma, PhD diploma, or equivalent foreign academic degree;
A reference/characterization from the current employer.
International Applicants
The admission and education of foreign citizens and stateless persons in institutes of postgraduate education are carried out on a tuition-contract basis in accordance with the legislation and/or international treaties of the Republic of Uzbekistan.
Mode and Duration of Study
Doctoral studies are conducted in the full-time (on-site) form. The duration of study for doctoral candidates and independent applicants does not exceed three years.
Application and Examination
The university, no later than September 1 each year, announces in the mass media the call for applications to basic doctoral studies (PhD) and doctoral studies (DSc) in accordance with the approved admission quotas, indicating the application deadlines, the list of required documents, the entrance examinations, and the size of the admission quota.

Entrance exams for basic doctoral studies and the interview for admission are held annually from November 1 to 25.
Candidates admitted to basic and doctoral studies are selected by the Admissions Committee by November 30, based on the results of entrance exams, interviews, and assigned admission quotas.
In cases where two or more candidates achieve the identical final scores on the entrance exams (basic doctoral studies) or interview (doctoral studies), preference shall be given to the following categories:
a) For basic doctoral studies (PhD):
graduates who completed their master’s program with stellar grades;
applicants with copyright certificates and/or patents;
applicants with extensive professional experience.
b) For doctoral studies (DSc):
applicants with over five years of research and pedagogical experience;
applicants with copyright certificates and/or patents;
applicants who have a higher number of scholarly publications than other candidates, such as a monograph and articles published on their dissertation topic in relevant academic journals, including international journals.
applicants who have completed over 50% of their dissertation research.
