Bakhtiyor Saidov
Bakhtiyor Odilovich Saidov (born 1981, Samarkand, Samarkand Region, Uzbekistan) is an economist, diplomat, ambassador, and statesman. From 2021 to the end of 2022, he served as the Minister of Public Education of the Republic of Uzbekistan. On December 30, 2022, he was appointed Minister of Foreign Affairs of the Republic of Uzbekistan.He graduated from Tashkent State University of Economics in the Faculty of World Economy and International Economic Relations in 2002. He has worked at the Cabinet of Ministers and the Ministry of Investments and Foreign Trade. In January 2016, he served as First Deputy Chairman of the Board and General Manager of “Uzbekengilsanoat” JSC. Beginning July 26, 2017, he was the Ambassador of Uzbekistan to China. Starting April 4, 2018, he also served as Ambassador to Mongolia, and in July 2019 - as Ambassador to the Philippines (with residence in Beijing).On November 17, 2021, the deputies of Uzbekistan's Legislative Chamber of the Oliy Majlis approved Saidov’s candidacy for Minister of Public Education.He holds the diplomatic title of Extraordinary and Plenipotentiary Ambassador.
Sardor Umrzakov
Sardor Uktamovich Umurzakov (born November 23, 1977, in Tashkent, Uzbekistan) is an Uzbek statesman who has served as the President of Uzbekistan’s Adviser on Strategic Development since July 14, 2025.
He was born on November 23, 1977, in Tashkent. From 1994 to 1998, he attended the Tashkent State University of Economics, studying in the Faculty of World Economy and International Economic Relations. After earning his bachelor’s degree, he studied at the University of Reading in the United Kingdom from 1998 to 1999 and received a master’s degree in Banking.
From 2000 to 2003, he began his professional career in the banking sector at the National Bank of the Republic of Uzbekistan for Foreign Economic Activity as a Category II specialist. Shortly after, he was promoted to a Category I specialist, then became a lead specialist, and eventually served as the Head of the Investment Management Department. In 2003, he was appointed Deputy Manager of the Samarkand Branch of the National Bank for Foreign Economic Activity of the Republic of Uzbekistan.
From 2004 to 2007, while living in London, he worked as a Senior Banker in the Financial Institutions Business Group at the European Bank for Reconstruction and Development. After returning from the United Kingdom, from 2007 to 2013, he held managerial roles in the Treasury of the Ministry of Finance of the Republic of Uzbekistan: first as Deputy Head and then as Head of the Tashkent City Treasury Department, followed by serving as the First Deputy Head of the Treasury of the Ministry of Finance of the Republic of Uzbekistan.
From 2014 to 2017, he served as an Adviser to the Chairman of the “Uzbekcharmpoyabzal” Association (Leather and Footwear). Later, from 2017 to 2018, he was the Deputy Chairman of the Management Board of that association. Then, in 2018–2019, after the reorganization of “Uzbekcharmpoyabzal,” he became the Chairman of the newly formed “Ozcharmsanoat” Association (Leather Industry).
By presidential decree on January 28, 2019, Sardor Umurzakov was appointed Minister of Investments and Foreign Trade of the Republic of Uzbekistan.
Since January 2019, he has also served as Chairman of the Council on Tariff and Non-Tariff Regulation of Trade and as Chairman of the Interagency Commission for Cooperation with the World Trade Organization.
Since August 2019, he has chaired the Republican Commission for the Development of the Export Potential of Regions and Sectors. He has also served as Chairman of the Board of the Direct Investments Fund of the Republic of Uzbekistan, Chairman of the Board of JSCB “Ozagroexportbank,” Chairman of the Board of the National Export-Import Insurance Company “Uzbekinvest,” and Chairman of the Board of Directors of the international insurance company “Uzbekinvest International Insurance Company” (London, United Kingdom).
He has served as Governor for the European Bank for Reconstruction and Development (headquarters: London, United Kingdom).
He has served as a Governor for the Asian Infrastructure Investment Bank (headquarters: Beijing, PRC).
From July 16, 2022, to August 17, 2023, he served as Head of the Presidential Administration of the Republic of Uzbekistan.
From 17 August 2023 to 14 July 2025, he served as the President of Uzbekistan’s Adviser for Special Assignments.
Jamshid Khojayev
Jamshid Abduhakimovich Khojayev (born 1979, Fergana Region, Uzbekistan) is an Uzbek financier and statesman. Since December 30, 2022, he has been serving as Deputy Prime Minister.
Jamshid Khojayev was born in 1979 in Kokand city, Fergana Region.
In 2000, he graduated from Tashkent State University of Economics from the Faculty of World Economy and International Economic Relations. He received the “Umid” Foundation scholarship, established by the President of Uzbekistan for talented students. In 2002, he completed studies at the European Institute of Public Administration (EIPA). In 2003, he earned a master’s degree in International Economic Relations and Public Administration from the University of Birmingham in the United Kingdom. His areas of expertise include international economic relations and public administration.
He started his career in 2000 as a Category II specialist at Uzbek International Bank “Ozprivatbank.” From 2003 to 2017, he worked at the Central Bank of the Republic of Uzbekistan as a division head and department director; in 2017, he served as First Deputy Chairman of the National Bank of Uzbekistan, overseeing treasury, foreign economic activity, information technology, project finance, and other departments.
In August 2017, he served as First Deputy Chairman of the Accounts Chamber-Head of the Inspectorate for Control over the Completeness of State Budget Revenues.
From 2017 to 2019, he served as the Minister of Foreign Economic Relations, Investments, and Trade of Uzbekistan.
From January 28, 2019, to July 16, 2022, he served as the Minister of Agriculture for the Republic of Uzbekistan.
From December 2020 to May 2022, he served as Chairman of the CIS Intergovernmental Council for the Agro-Industrial Complex.
On September 1, 2020, Khojayev’s candidacy was approved as a member of the Political Council of the Uzbekistan Liberal Democratic Party.
From July 17 to December 30, 2022, he served as Deputy Prime Minister for Investments and Foreign Economic Affairs, as well as Minister of Investments and Foreign Trade.
