Admission to Master’s Programs
Admissions Quotas.
Admission to master’s programs is conducted according to quotas set by the President of the Republic of Uzbekistan or the Cabinet of Ministers.
Merit-Based Admission.
Admission is determined by entrance exam scores and a rating system based on total points earned.
Eligibility and Related Fields.
Admission is competitive among individuals with a bachelor’s degree or a specialist diploma in the relevant field, as outlined in the list of related higher education disciplines for master’s admission. Holders of a bachelor’s degree or specialist diploma may apply for one specialty listed within the related fields.
State-Funded and Tuition-Paid Places.
Admission is open to all applicants for both state-funded (grant) and tuition-contract places. Applicants with the highest entrance exam scores are admitted first to state-funded spots. Remaining applicants may be admitted to tuition-contract spots within the established quotas based on their rating by score.
Organization of the Competition and Examinations
Program, Language, and Mode-Specific Competitions.
The competition is conducted separately by each higher education institution (HEI) for each master’s specialty, language of instruction, and mode of study. When targeted quotas are approved by region and/or by personnel contractors (employers/HEIs), the competition is held separately for each region and, as applicable, for each personnel contractor.
Application Dossier (to the HEI Admissions Committee):
Application addressed to the Rector, specifying the desired master’s specialty.
Original higher education document (or a diploma extract for those who graduated from HEIs in Uzbekistan on a state grant), along with its transcript.
Copies of published scholarly articles or theses (or equivalent documents), if available;
Six (6) color photographs, 3.5 × 4.5 cm;
Medical certificate in Form 086-U;
Original document confirming any preferential admission right under applicable legislation.
Application Window.
Documents are accepted from July 1 to July 30. During submission, applicants must personally present their passports and documents related to their military service status.
If the above documents are in order, rejecting the application is not allowed.
Examination Period and Language.
Entrance examinations (specialized tests) are administered from August 3 to August 15, in the language of instruction of the respective field.
Structure of the Entrance Exam and Scoring
Components of the Total Score:
A specialized subject exam evaluating knowledge in the chosen master’s field.
A foreign language test (for specialties in foreign philology or foreign language and literature requires a second foreign language test).
The applicant’s overall undergraduate rating or academic performance score.
Foreign Language Certificates and Exemptions.
Applicants who present an internationally recognized foreign-language certificate that meets the following minimum requirements will receive 50 points for the foreign language component and will be exempt from the foreign-language entrance test.
TOEFL: at least 72;
IELTS: at least 5.5;
TestDaF: TDN 3;
CEFR: at least B2 (or a certificate of B2 or C1 issued by the State Testing Center).
Maximum Score.
The highest possible total score on the entrance exams is 250 points.
Retakes.
Retaking the entrance exams (specialized tests) is not allowed.
Minimum Threshold for Specialized Subject.
Applicants who score 55% or less of the maximum points on the specialized subject test, as well as those who do not appear for the exams within the designated time, are ineligible for any further examination and cannot apply for the master’s program.
Appeals.
If dissatisfied with the examination results, the applicant may submit an appeal to the Chair of the HEI Admissions Committee or to the Chair of the Appeals (Grievance) Committee within 24 hours of the announcement. The appeal must be reviewed within no more than two (2) days.
Admission Without Examinations
The following categories are admitted to master’s programs—outside the competition and with a state grant for specialties aligned with their bachelor’s field of study.
Winners of the President’s State Scholarships and named state scholarships (Beruniy, Ibn Sina, Navoiy, Ulug‘bek, Imom al-Buxoriy, Islom Karimov).
Recipients of the Zulfiya State Prize;
Recipients of the “Mard o‘g‘lon” State Prize.
Enrollment Formalization and Tuition-Contract
State-Funded Enrollment Order.
By 25 August, the Rector’s order for admission to state-funded places is issued.
Tuition-Contract Recommendation and Execution.
Following the decision of the State Commission recommending applicants for tuition-contract admission, the HEI executes a tuition-contract with the relevant legal or natural person in the prescribed manner.
Payment and Matriculation.
Admission on a tuition-contract basis is finalized after paying the required amount no later than September 15. From September 2, students are allowed to attend classes.
Annual Payments.
Subsequent tuition payments are made annually during the time frames specified in the contract.
In accordance with the Presidential Decree of the Republic of Uzbekistan No. PF-87 dated March 7, 2022, “On Measures to Further Accelerate Systematic Support for Families and Women,” the tuition costs for women admitted to higher education institutions on a tuition-contract (fee-paying) basis will be covered by the State budget.
